How can smart cities be made open?

Smart city technologies collect, analyze, and use data to improve city life. Data collection can be active or passive, and data analysis can reveal patterns in how people work, live, and travel. Many cities use sensors to passively collect data about how people use bridges and roads, while some cities actively collect data about residents, using cameras to gather traffic data or smart meters to show how people use water and electricity.
